2,240 full-time nurses leave four times more than doctors

The document shows that in 2021/22, the HA has a total of 6,540 doctors, 29,890 nurses and about 9,150 allied health personnel.

The turnover rate of full-time doctors in the year was 6.9%, which is equivalent to 436 people leaving; the turnover rate of full-time allied health personnel (ie pharmacists, physiotherapists, etc.) was 7.6%, which is equivalent to 662 people leaving; the turnover of full-time nurses The rate was 8.2%, or the equivalent of 2,240 people leaving their jobs, four times more than doctors.

10% of radiologists and anesthesiologists resign

In 2021/22, there are two departments with a turnover rate of more than 10% of full-time doctors. Among them, the turnover rate of full-time radiologists is the highest, reaching 13.6%. Compared with the turnover rate of 6.0% last year, the turnover rate has increased by 7.6%, and the increase has more than doubled.

The second is full-time anesthesiologists with a turnover rate of 10.6%, which is also more than double the turnover rate of 5.2% last year.

In addition, the least attrition rate is for full-time cardiothoracic surgeons, only 2.1%, but this is a significant increase from last year's 0% attrition rate.

HA to allow post-retirement extension up to age 65

The document states that the HA will implement further measures to retain manpower in 2021/22, with an estimated expenditure of about $180 million.

The measures include implementing a post-retirement extension policy, inviting and selecting retiring staff for extension at an early stage, and promising to extend the post-retirement service up to the age of 65 to attract more retiring staff to continue working in the HA after retirement; increase Opportunities for Associate Consultants to be promoted to the Consultant rank to retain experienced talent; and the addition of the Associate Consultant Nurse rank to strengthen the nurses’ promotion ladder.

The Hospital Authority stated that on February 10, the authority extended the coverage of the special allowance to all departments of public hospitals participating in the fight against the epidemic to meet the operational needs of the current epidemic crisis, and to recognize the special hard work of the staff.

At the same time, in response to the need for additional manpower during the epidemic, the Hospital Authority has restarted the "Special Remuneration Scheme for Crisis Response", and employees who voluntarily participate in the scheme will receive an additional 10% special remuneration.

In addition, in December 2021, the General Assembly of the Hospital Authority also adopted the direction of optimizing the current home loan interest subsidy scheme to provide low-interest loans to employees to help them pay the down payment for the purchase of self-occupied properties. The relevant plan is still being formulated.

The HA will also continue to consult relevant government departments and financial regulators, obtain legal advice, and refer to staff responses to the scheme, with a view to launching it as soon as possible.

The chairman of the Hospital Authority, Fan Hung-ling, said last year that the increase in the turnover rate was partly due to immigration, based on the actions taken by former employees to apply for detailed service records and make early tax returns.
