About six months ago, the committee began planning and implementing an outline for shortening the internships in hospitals, headed by the Ministry of Health's deputy director, Dr. Sefi Mendelovich, but until the deadline the parties could not reach agreements, with the main opponents of the shortening being the Medical Association and the Ministry of Finance.
The Ministry of Health decided to issue the committee's report without the consent of the parties, and thus serious disputes began that reached the table of the High Court judges. .
On Tuesday, Health Minister Nitzan Horowitz and Economy Minister Orna Barbibai sent a letter to the Attorney General, requesting that she represent the state's position that the outline should be implemented, without the consent of the Ministry of Finance.
In recent days the State Attorney's Office has found itself mediating between the positions of the ministries when it is required to do the impossible and represent one position of the state, which is in conflict with itself, and after no solution has been found it has been decided to reject.
The Association of Hospital Managers also sent a letter to the ministers claiming that the outline was not applicable.
"Without the clarifications as we have requested any such statement is meaningless, empty of content and irresponsible as far as the quality and safety of medical care is concerned," it read.
They sought to publish a new "and realistic" amendment to their inquiries and to postpone all enforcement measures until lessons learned after the time of implementation of the regulations.
