In the 2015 Policy Address, it was mentioned that the Government would launch a preliminary land use study for the Lam Tei Quarry and its adjacent areas.

According to the EIA study summary application submitted by the Civil Engineering and Development Department, the project includes three sites located in the northeast of Lam Tei. About 32 hectares.

Authorities anticipate that dust from construction activities during the construction phase, including site formation, drilling and blasting for potential cavern development, may affect air quality.

In addition, the habitats within the project area or in the neighboring suburbs include natural waterways and agricultural land, most of which are located in green belts. The authorities also emphasized that the project area will not occupy Tai Lam Country Park.

The authorities emphasized that alternative engineering options or alignments will be studied as much as possible, and buffer zones will be provided. The works should also try to avoid and reduce habitat fragmentation and unnecessary damage to natural habitats and waterways.

As for species with important conservation value that cannot be avoided, such as Agarwood and Nepenthes, they may be transplanted or migrated.

The works will also adopt a bird-friendly design to minimise the risk of birds colliding with the noise barriers.

Lam Tei, Tuen Mun plans to build more than 20,000 public housing units, which are expected to accommodate about 61,000 people. The government will open the brown map for development as soon as 2030.
