On Tuesday night (19th), a number of residents in Hoi Lai Street, Cheung Sha Wan, were dissatisfied with the problem of copying the license plate, and stopped the police car and scolded the police officer. The clips circulated on the Internet showed that the police officer in the car was present at the scene with a loudspeaker saying "Fight with me loudly?" Some people shouted and swears at the police, "You have caused public anger", causing many people to gather at the scene.

After further investigation, officers from Sham Shui Po Police District arrested two men yesterday (20th) on suspicion of obstructing police officers in the performance of their duties and misconduct in public places.

Two men, surnamed Su and Tsang, both 57 years old, were arrested and reported to be retired persons.

It is known that the vehicle of the two people was not parked on Haili Street on the night of the crime, and the vehicle was not charged, but it is strange that the two were still emotional, suspected of insulting the police officer and preventing the police car from leaving, so that other unexplained people were allowed to leave. Citizens thought the two were car owners who had been "copied", causing more onlookers and booing.

Police pointed out that between 8:15 p.m. and 8:40 p.m. on Tuesday (19th), the Sham Shui Po Police District Traffic Team and traffic inspectors conducted traffic control operations at Hoi Lai Street and issued 16 traffic violation tickets.

When the team completed the law enforcement operation and was about to get into the police car and leave, two men suddenly came out and scolded the police officer.

Officers issued multiple warnings, but the two remained in the middle of the road, preventing the police car from leaving.

Their move drew nearly 30 bystanders, and now Yang caused a stir.

The surrounded police officers called for reinforcements, and other police officers rushed to the scene and dispersed the two and other bystanders.

After further investigation, officers from Sham Shui Po Police District arrested Su Nan and Zeng Nan in Cheung Sha Wan at about 9 pm on Wednesday (20th).

The two were suspected of obstructing police officers from performing their duties and misbehaving in public places. They were released on bail pending investigation and must report to the police in early May.

The case was handed over to the Sham Shui Po District Criminal Investigation Team for follow-up.

The reporter of "Hong Kong 01" returned to the scene on Hoi Lai Street this afternoon (21st) and saw that there were still vehicles suspected of illegal parking at the scene, and there was a "beef jerky" issued by the police on the front of the car.

There are nearby schools posting signs at the gates to remind drivers not to park, and there are also road signs next to the street to remind drivers when parking is prohibited.

Police said Hailey Street was a two-lane, two-way road with a roundabout, a roundabout at the end and a school next to it.

A single yellow line is drawn on the street, and there are signs indicating that parking is prohibited from 7:00 a.m. to 12:00 midnight.

This section of Hoi Lai Street is a black spot for illegal parking. In December last year, the police issued a total of 41 illegal parking tickets; from January to March this year, 169, 189 and 118 tickets were issued respectively.

Sham Shui Po Police District has recently received complaints from the principals of many nearby schools that the illegal parking of vehicles on Hoi Lai Street is a serious problem, which will hinder the access of school buses and parents to pick up and drop students to and from class.

From December last year to April this year, the Police received a total of 96 traffic complaints (about 19 complaints per month) regarding illegal parking on Hoi Lai Street, of which 25 traffic complaints were received at night.

In view of the recent resumption of classes, the Sham Shui Po District Traffic Team has recently stepped up traffic enforcement operations at Hoi Lai Street to combat illegal parking.

It is reported on the Internet that the citizens of Changsha Wan are dissatisfied with the dispute over copying the license plate and surrounding the police car.
