Castillo proposes chemical castration for rapists in Peru 0:41

The president of Peru, Pedro Castillo, said this Friday that he will send a bill to Congress so that, during the regional and municipal elections of October this year, a consultation is included to define whether a new Constitution.
The president made the announcement while participating in the Decentralized Council of Ministers in Cusco, where regional authorities and citizen representatives also attended.
The official communication from the Presidency does not specify the date on which the project will be known in the legislature.
