Kirilov referred to the provocative statements that came regularly in March and April of this year by leaders of Western countries regarding the danger of Russia's use of weapons of mass destruction, pointing out that "the United States has more than once implemented such projects to achieve political ends."

Kirillov said that the United States is currently considering three scenarios for the alleged potential provocation: a "false flag play" with the actual use of chemical and biological weapons with civilian casualties, or the fabrication of a sabotage operation by Russia at Ukrainian sites engaged in the production of components for weapons of mass destruction. This scenario is in chemical and biological sites in the capital, Kyiv, and the second largest city of Ukraine, Kharkov.
