Ye Liu suggested that the Standing Committee of the National People's Congress could make a new "decision" explaining how to implement Article 9 of the Nationality Law of the People's Republic of China, such as setting up a "negative list", stating that if these people continue to engage in anti-China activities and harm Hong Kong, For national security activities, if they acquire foreign nationality (including British nationality), they will lose their Chinese nationality, and they will immediately lose their right of abode in Hong Kong without reporting the change of nationality.

She added that according to the Immigration Ordinance, former permanent residents who have lost their right of abode in Hong Kong still have the right to enter and can enter Hong Kong to live, work, do business and study without any restrictions on the length of stay and conditions.
