After Wang Weizhong, Secretary of the Taiyuan Municipal Party Committee of Shanxi Province, assumed the new position of the Shenzhen Municipal Party Committee Secretary five years ago, Meng Fanli, the Secretary of the Baotou Municipal Party Committee of Inner Mongolia, recently went south to become the Secretary of the Shenzhen Municipal Party Committee. He succeeded Wang Weizhong, who had been promoted to the governor of Guangdong Province.
So far, the 15 sub-provincial city secretaries in China have been adjusted.
Meng Fanli is a native of Linyi, Shandong Province and has worked in Shandong Province for a long time. In September 2020, Meng Fanli, then the mayor of Qingdao, left his hometown Shandong for the first time and was transferred to the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and Baotou Municipal Party Committee Secretary. In November 2021, he was promoted to Deputy Secretary of the Inner Mongolia Autonomous Region Party Committee. .

The administrative level of the sub-provincial cities is second only to the municipalities directly under the Central Government.
The 15 sub-provincial cities are Guangzhou, Wuhan, Harbin, Shenyang, Chengdu, Nanjing, Xi'an, Changchun, Jinan, Hangzhou, Dalian, Qingdao, Shenzhen, Xiamen and Ningbo.
This year is the year of the 20th National Congress of the Communist Party of China.
Beginning in January 2021, the CCP has successively adjusted 15 sub-provincial city secretaries.
By April 2022, Meng Fanli will assume the new position, and the adjustment work will be completed.
At present, the deputy provincial secretaries are held by the standing committee members of the provincial Party committee of the province where they are located. Among them, Meng Fanli, secretary of the Shenzhen Municipal Party Committee, and Hu Yuting, secretary of the Dalian Municipal Party Committee, are also deputy secretaries of the provincial Party committee in their respective provinces.
Like Zhang Gaoli and Li Hongzhong, Meng Fanli's previous three Shenzhen Municipal Party secretaries, Ma Xingrui, Xu Qin, and Wang Weizhong, were all directly promoted to governors when they served as Shenzhen Municipal Party secretaries.
Shenzhen is therefore known as the "Cradle of Governors"...
