Like his siblings Prince George and Princess Charlotte, Prince Louis owes his title only to Queen Elizabeth II.
Otherwise the youngest Cambridge scion would be "only" a Master.
London – Only the head of the British crown has the power to grant or revoke titles.
Queen Elizabeth II (96) always knows how to handle this task carefully, because the number of titles to be awarded is limited.

The official title of the four-year-old is now sonorous "His Royal Highness Prince Louis of Cambridge".
But Prince Louis, just like his siblings Prince George (8) and Princess Charlotte (6), should not have accepted a title of this kind, because as the British “Express” found out, female and male great-grandchildren should have the titles Prince and Princess not too.

A change in the law by George V. (70, † 1936) of the grandfather Queen Elizabeth II is due to this reserved title.
Only little George, who will be king in the future, should have officially borne the title.
The only person who, according to the "Letters Patent", as the complicated set of rules is officially called, may otherwise receive a prince's title is the eldest son of the eldest son of the Prince of Wales - i.e. Prince George.

Of course, the monarch could completely change the 1917 decree.
In essence, however, it defines exactly who gets which title in the British royal family – a good thing, but the regent made an exception for her sweet great-grandchildren Charlotte and Louis.
