Hong Kong man arrested for embezzling 7.8 million public funds from joint venture Macau engineering company

According to Macau media reports, a Macau man opened an engineering company at the new port in his early years. In 2018, he met a 43-year-old Hong Kong man who was involved in the case on official business. Until 2019, the Hong Kong man expressed to the victim that he intends to invest in his engineering company. Under the agreement between the two parties, the Hong Kong man will become a shareholder on the condition that he can bring engineering work, accounting for half of the company's equity.

After becoming a shareholder, the Hong Kong man has indeed brought more than 150 million yuan of large-scale hotel projects to the company.

By May 2019, the engineering company received a construction fee of more than 6.227 million yuan, but the victim found that the Hong Kong man used more than 2.035 million yuan of it to repay the debt of his old company.

The victim later found out that the Hong Kong man even wrote three cheques totaling 5.76 million yuan to his name privately in the name of the company.

On April 25, he entered Macau at the Hong Kong-Zhuhai-Macao Bridge and was handed over to the Procuratorate for follow-up

The Macao Judicial Police launched an investigation into the case in November last year. On April 25 this year, they intercepted the Hong Kong man involved in entering Macao from the mainland at the Hong Kong-Zhuhai-Macao Bridge.

During the investigation, the Hong Kong man admitted that he had “filled in the numbers” for his old company in the name of the company, but stressed that he had obtained the consent of the owner. As for the three cheques, they were used for the daily expenses of the engineering company, but no supporting documents could be produced.

The Macao Judicial Police believed that the Hong Kong man had signs of embezzlement of public funds, and charged him with the crime of abuse of trust.
