As for the owners whose land is repossessed for non-development purposes, they will be paid "Tier 2" compensation. The shortening of the minimum operating period before the date of freezing registration is in line with the minimum living period for squatter households to apply for ex-gratia cash allowance; the relaxation of the upper limit on the area of open spaces for which the allowance can be calculated is to reflect the situation of individual business operators.
The spokesman also pointed out that the above-mentioned ex-gratia compensation and ex-gratia allowance are alternatives to statutory compensation. They aim to allow land owners and business operators to handle compensation matters in a streamlined and convenient way. The Development Bureau stated that the optimization measures can rationalize the current system, which is very important for future land resumption and land development work.
