The shooting in the north of Duisburg was about a conflict between the Hells Angels biker group and a criminal Turkish-Arab clan.
This was reported by NRW Interior Minister Herbert Reul (CDU) on Thursday in Düsseldorf.
At least 19 shots were fired.
The four injured were injured, some seriously, but not in a life-threatening condition.
Düsseldorf/Duisburg – It is not yet possible to say what triggered the shooting on Wednesday evening.
Up to 100 people had previously been involved in a riot.
A 15-strong homicide commission has started the investigation.
The 15 arrested can all be attributed to either the rocker group and its environment or the clan.
"The pictures are shocking," said Reul.
But he didn't want to talk about a new dimension.
