Why ?
I am an academic specialist in enlargement and I followed what happened in the 1990s.
I saw the problem arise of great promises on the part of the founding countries of the Union, enormous expectations and afterwards… A great disappointment.
Because the enlargement was managed only bilaterally between Brussels and each country, individually.
This led to enormous frustration, with countries having to wait 14 years, 16 years, even 23 years in the case of Croatia (before being able to join).
All this is also the cause of the very tense relationship…
