In response to the epidemic in the past two years, the salaries of politically appointed officials of the current government have not increased according to the mechanism. The relevant salary and allowances independent committee has suggested earlier that the salaries of the new government officials should return to an annual rate that follows the Consumer Price Index (CCPI) every year.

In response to the epidemic in the past two years, the salaries of politically appointed officials of the current government have not increased according to the mechanism. The relevant salary and allowances independent committee suggested earlier that the salaries of new government officials should be adjusted every year according to the average annual change of the consumer price index (C). , and must add the accumulated non-“salary increase” in the past two years.

The committee explained that the current salary freeze arrangement is a decision made by the current SAR government based on the current social, economic and political environment; the salary freeze is voluntary and therefore only applicable to the current governance team.

The salary increase of the new government officials, dating back to before the freeze, is "returned to the proper level and should not be regarded as a salary increase".

The Chief Executive's Council of Peers accepted the committee's recommendations on Tuesday (3rd).

The Committee noted that the current salary freeze arrangement is to demonstrate that the governance team is cooperating with the community to tide over the difficult times, and has decided that officials will not raise their salaries even if the changes in the CPI(C) for the past two years are positive, but instead freeze them at 2019 level in July.

According to the mechanism, the remuneration of officials is reviewed on an annual basis and adjusted in 2018 and 2019.

After considering all factors, the committee recommends that the salary of the next-term officials should be adjusted according to the average year-on-year change in the CPI(C) since July 1, 2019, that is, the three-year "increase" should be recovered.

The committee explained that "this move is aimed at restoring cash remuneration to its proper level under the mechanism approved by the Finance Committee in 2017 and should not be viewed as a salary increase."

In addition to advising the Chief Executive on the terms of remuneration for politically appointed officials, the relevant committee will also review the salaries of guild members and members of the Legislative Council.
