Hallbergmoos wants to promote the expansion of wind power.

But the German air traffic control puts obstacles in the way of the project.

The municipality turned to the German Air Traffic Control (DFS) with this question.

DFS does not provide any binding information.

This is not allowed outside of a legally provided procedure, it said.

Earlier considerations failed because of the 10-H rule

Hallbergmoos is trying to push the expansion of photovoltaics and wind energy.

Earlier considerations by the airport residents to install a wind turbine (WKA) in the southern municipal area had failed due to the 10-H rule and aviation regulations.

In order to save a lot of procedural effort when trying again, the Hallbergmoos town hall asked the DFS for binding statements as to whether and where the construction of a wind turbine is possible without affecting air traffic.

The specific request: Air traffic control should create a three-dimensional map with potential WKA locations (up to a maximum height of 300 meters) and indicate whether further options are possible due to any adjustments to flight operations.

However, Hallbergmoos cannot expect any binding information in advance.

According to the DFS headquarters in Langen, an assessment of obstacle protection and possible disruptions to air traffic control systems can only be made on the basis of a specific building application or a preliminary inquiry in accordance with Section 9 of the Federal Immission Control Act.

DFS lets it be known that it maintains several air traffic control facilities at Munich Airport and has registered a system protection area with the Federal Supervisory Office for Air Traffic Control (BAF).

"Not ready to move"

However, these are not exclusion areas, but rather test radii within which an individual assessment must take place.

"That means we don't receive any information in advance, we have to draw up a development plan and wait and see what information is made available to us," Mayor Josef Niedermair (CSU) summarized the unsatisfactory result from his point of view.

“This is the same letter that the Freising citizen energy cooperative has already received.

The German air traffic control is not ready to move,” said Robert Wäger (Greens).

"We have to exert political pressure," he appealed to all council members.

Hallbergmoos now wants to work closely with the neighboring municipality of Ismaning, which, according to Niedermair, is also interested in building a wind turbine.
