The Labour and Welfare Bureau proposes to include "offenses endangering national security" in Schedule 2 of the Social Workers Registration Ordinance, so that those who have committed related crimes cannot be registered as social workers, and those who are currently employed will also be disqualified.

The Bureau of Labor and Welfare said social workers are trusted by recipients and can exert a great deal of influence over them, including on matters of national security.

Therefore, if a person convicted of endangering national security is allowed to perform the duties of a social worker, the interests of the recipient will not be protected.

The bureau stated that this will damage the professional image of social workers, so crimes against national security must be included in the Ordinance to highlight the seriousness of these crimes, and to more effectively ensure that those convicted of these crimes cannot serve or continue to serve.
