Weilheim - It is not a pleasant topic "especially as far as costs are concerned", Mayor Markus Loth (BfW) introduced the agenda item "Stadthalle Weilheim" in the last city council meeting.

The hall has been closed since September 2021 (we reported).

"In summary, it can be said that the stability in the area of the glued laminated timber beams will be significantly reduced and that the obvious problems will have to be remedied at great expense.

The hall can only be used after the renovation;

the town hall must remain closed until then”, the scope of the meeting documents is made clear.

These findings would have led to extensive tests of possible refurbishment concepts involving the affected departments such as fire protection, electrical engineering, ventilation and room acoustics.

As far as the acoustics are concerned, there was also an exchange with musicians who had already performed in the hall, reported Matthias Schamper from the planning office plan3 Architekten, Schongau.

He presented the current planning status, renovation proposal and the resulting costs to the city council.

Ultimately, out of seven renovation variants, the “welded beam” version emerged as the only “technically and economically” sensible solution that could be implemented.

Here, U-shaped steel beams are attached to the lower sides of the laminated beams, as explained in the meeting template.

Due to the necessary interventions in the static and fire protection system, however, a new static calculation must be carried out and a new building application must be submitted, it is further stated.

“A building permit phase of around six to eight months is assumed.

The work could probably start in early 2023 and be completed by the end of 2023”, a possible timetable is also discussed.

Overall, the costs for the refurbishment variant amount to around EUR 3.8 million net.

This includes 129,400 euros for the toilet renovation, 415,588 euros for work on the side roofs (above the kitchen, entrance, foyer) and, the largest item, around 3.3 million euros for the roof truss and main roof.

A photovoltaic system for personal use is also planned in the variant.

A gross total of around EUR 4.5 million would be due.

In the 2022 budget, however, only EUR 1.3 million net were planned.

No funds are provided for in the financial plan for the following years.

"In order to implement the renovation, additional funds of at least EUR 2.7 million would have to be made available in the 2023 budget," the draft clarifies.

Ullrich Klinkicht (WM) had the feeling that he had been presented with a concept for a general renovation rather than a roof renovation.

According to the city council, there must be a cheaper way of doing this, who stated that he himself "felt" to be a structural engineer.

Mayor Loth replied that Klinkicht could assume that the city administration had checked all the costs.

“Nobody” wants higher costs here.

According to third mayor Alfred Honisch (Greens), in such a case one would speak of a "total loss" in the insurance industry - apart from the foundations.

However, you have to trust the office.

In Loth's opinion one cannot speak of a "total loss".

You will "never" get a new town hall for 4.5 million euros.

Schamper also stated that a new building on a green field, including without parking, would cost between 14 and 15 million euros.

euros.

According to the mayor, one should be happy to get "honest figures" from Schamper and not "one addendum after the other."

Claus Reindl (BfW) stated that he was "shocked" by the costs.

However, Weilheim's calendar of events requires such a hall.

As far as the points of toilet renovation and side roofs are concerned, however, must be discussed again due to the budgetary situation.

According to Stefan Zirngibl (CSU), although the current session is only about acknowledgment, all councilors know “that we have to make the decision faster than we would like”.

The city also has other things to do.

He therefore suggested holding a closed conference before the summer break, at which the major projects should be prioritized.

Horst Martin (SPD) also agreed with this proposal.
