The People's Assembly, in its session held today, headed by Speaker Hammouda Sabbagh, continued the discussion of the draft law related to licensing and operating tourist facilities, and referred a number of draft laws to the specialized committees of the Assembly, including raising the ceiling on the percentage of productive incentives for public bodies.
The Council approved a number of articles of the aforementioned draft law related to the formation of a committee to study objections to the tourism classification headed by the assistant minister of tourism and with the membership of representatives from the ministry and the ministries of finance, local administration and environment and the Federation of Chambers of Tourism to decide on objection requests and allow the minister to put the facility in trial operation before obtaining a tourism license for three months to ensure its readiness.
According to the same articles, it is prohibited for the investor to start constructing or employing the facility before obtaining a construction permit or a tourist employment permit, or operating the facility before obtaining the tourism license or the necessary approval for trial operation. It also forms a central committee headed by a representative of the ministry and the membership of representatives from the ministries of internal trade, by a decision of the minister. Consumer protection, the local administration and finance, and the Federation of Tourism Chambers are responsible for setting the prices of all tourism services.
According to the articles, a committee is formed by a decision of the minister to study objections to prices, headed by the deputy minister and with the membership of representatives from the ministries of finance, internal trade, local administration and the Federation of Chambers of Tourism to decide on objection requests. Approved tourist and leisure.
And based on the same articles, by a decision of the Minister, joint monitoring committees are assigned in each governorate headed by a representative of the ministry and with the membership of representatives from the concerned governorate, the directorates of internal trade, finance, health and tourism, and the concerned administration unit is responsible for monitoring the establishments, each according to its competence.
In another context, the Council referred the draft law containing the permissibility of raising the ceiling of the percentage of production incentives specified under the provisions of Article 3 of Legislative Decree No. 59 of 2007 and amended under the provisions of Article 1 of Legislative Decree No. 89 of 2010 for public entities covered by its provisions from 2.5 percent to 10 percent to a committee Financial laws to study it and prepare the necessary report on it.
The Council also referred the new draft law regulating the mechanism of adopting technical institutes as production centers to replace Legislative Decree No. 39 of 2001 and the draft law that includes extending the provisions of Article 56 of the Fine Artists Pension Fund Law issued by Legislative Decree No. 32 of 2012 to the Education and Scientific Research Committee for their consideration of a topic And prepare the necessary report on each of them.
The session, which was attended by the Minister of Tourism, Eng. Mohamed Rami Martini, and the State for People's Assembly Affairs Abdullah Abdullah, was raised to 11 am tomorrow, Wednesday.
