Bad Tölz has to create a vacant land register and is now writing to 90 landowners for this purpose.

This led to a discussion at the building committee meeting.

Bad Tölz –

90 Tölz landowners will soon receive letters from the town hall inquiring about the plans for previously unused areas.

The head of the building authority, Christian Fürstberger, explained the background to the campaign at the most recent building committee meeting.

For a number of years, one focus of the legislation in the development of new settlement areas has been saving space.

In the referendum on biodiversity in Bavaria, the goal was not only the much-discussed rescue of the bees, but also the avoidance of widespread consumption.

Instead of the previous 35 hectares per day, only five hectares of building land are to be created in the future.

Many would have signed the referendum.

But if building requests were not subsequently satisfied, the citizens would also be dissatisfied, Fürstberger was convinced.

Bad Tölz: Development of new settlement areas in space savings

Even before the referendum, the principle of compacting indoors before developing outdoor areas was laid down in the state development plan.

The legislator is now urging the municipalities to determine existing area potential.

That's why the city building office started some time ago to create a vacant lot register that lists possible areas that could be built on.

Properties with their own floor number were evaluated, Fürstberger replied when asked by Matthias Winter (CSU).

The possible building law was expressly not decisive, since this depends solely on the approval authority in the district office.

In total, the building authority identified 90 vacant lots.

Because of data protection, Fürstberger only named the fallow area by the lime kiln as an example, where apartments have long been planned.

Because of the flood protection, however, the plans of the Lenggrieser building cooperative are stalled.

Bad Tölz: 90 vacant lots identified - written to landowners

The city now wants to "start a dialogue" with the owners of the vacant lots.

Fürstberger doesn't really believe that there will be many replies to the letters from the city.

"I don't expect it." But one is obliged to carry out the procedure.

An interesting discussion developed.

René Mühlberger (CSU) spoke of the "long-term vacancy with which we are richly blessed in Tölz".

Perhaps movement could come into play at one point or another.

As far as the vacancies are concerned, according to Fürstberger, discussions are in any case being held with the owners – “with more or less success”.

Richard Hoch (Greens) was skeptical as to whether the “inside before outside” rule always makes sense.

Some inner-city areas have a greater biodiversity than an agriculturally used area in the outskirts.

Low-rise buildings are also a thorn in the flesh.

Discounter buildings are pure space consumption.

"It shouldn't be like that." He wanted to know whether it would be possible to set minimum building heights in development plans.

No minimum heights, Fürstberger replied, but we could set the number of full storeys.

In any case, it is rare that someone does not take advantage of the building rights.

Force development?

Hardly ever used in Bad Tölz

"Can you force development?" Michael Ernst (SPD) asked.

The building code actually has corresponding paragraphs, but these are hardly ever applied, Fürstberger replied.

Public interest must be proven.

The courts also reacted very sensitively to encroachments on private property.

Anton Mayer (CSU) wondered whether the city had not scored an own goal with the playground and parking space statutes if densification was the goal.

But you can't ban cars.

"They have to be somewhere," replied the head of the building authority.

He also defended the mandatory playgrounds in front of apartment buildings.

Johannes Gundermann (Greens) finally suggested increasing the number of gas stations.

He saw that in Bad Wiessee.
