Vyacheslav Gladkov said the situation was “the most difficult” his region has experienced since Russian President Vladimir Putin sent troops to Ukraine on February 24.

Mr. Gladkov accused Ukraine of having targeted the village of Solokhi, specifying that a house had been partly destroyed.
