The First Deputy Chairman of the State Building and Legislation Committee of the Russian State Duma Daniil Besarabov announced today that the country's constitution does not prohibit the entry of new entities into the Russian Federation.
"This requires drawing up an international treaty and submitting it for ratification in the State Duma," Besarabov told TASS, commenting on the Kherson region's initiative to join Russia, explaining that this issue is the domain of the Russian president.
"If we receive an initiative from a certain region to join Russia, parliament must be notified, consultations take place if necessary, notify the government, and then a draft international treaty will be drawn up, which will be considered by the Constitutional Court," Besarabov added.
The deputy head of the military and civil administration of the Kherson region Kirill Strimosov announced yesterday that Kherson will continue to work on the path of accession to Russia and will not return to the control of the regime in Kyiv.
