The loss of governance in the Negev and the Galilee is one of the main issues that concern the Israeli public, under the claim that the Jewish public is losing ground.

The Ministry of the Interior is the legal authority for the transfer of land between authorities in Israel.

The Minister of the Interior may decide to change the jurisdiction of a regional council after a discussion has taken place in a professional committee, called a geographical committee.

Until 2016 there were no standing committees, but whenever the need arose they would set up an “ad hoc committee” for the purpose of examining the application.

In 2016, standing committees were set up consisting of professionals with municipal experience, financial consultants and planning professionals, who discuss each application.

The transfer of land between authorities is done in light of municipal needs for the expansion of localities, in coordination with the Ministry of Construction and Housing for housing projects, as well as to make a distribution of income between the authorities regarding the collection of property taxes.

The Arab authorities expanded by 34,448 dunams

Data obtained by "Israel Today" shows that since the geographical committees were established, the former Minister of the Interior, Aryeh Deri, transferred between 2020-2016 about 34,448 dunams from Jewish authorities and non-judicial areas to Arab authorities and members of minorities.

In 2016, his first year at the Ministry of the Interior, Deri approved the transfer of 1,814 dunams to minority authorities, including 1,074 dunams from the Jezreel Valley Regional Council to the Bedouin locality of Bir al-Maksur.

A year later, he transferred 2,277 dunams to Arab authorities (1,834 dunams, of which from the Misgav Council to Sakhnin).

In 2018, Deri transferred an unusual number of 24,912 dunams, including 14,041 dunams from Bnei Shimon to Rahat, and 7,573 dunams were transferred from Bnei Shimon, Beer Sheva and areas without jurisdiction to Segev Shalom.

In 2019 Deri did not transfer land, apparently because in that year two election campaigns took place.

In 2020, Deri transferred 5,445 dunams.

An examination by "Israel Today" shows that during his time, Deri also gave open areas to authorities that do not necessarily have construction planning on them.

The trend continues with Shaked as well, but to a lesser extent

Data from the Ministry of the Interior show that the current minister, Ayelet Shaked, transferred 3,035 dunams in her first year of office, including 1,011 from Ma'ale Yosef to Hurfish, as well as 930 dunams from the Misgav and Sakhnin council to Araba.

Minister Shaked has only been in office for one year and it is not known what she will do in the future, but according to relativity, Deri has given twice as much land to the Arab sector and to minority members.

It should be noted that the data consist of the transfer of land to Arab authorities, including Druze and Bedouin villages.

Will the appointment of Shaked change the trend?

Deri is considered a beloved figure in the Arab parties in the Knesset.

In the 2019 elections, it was reported that his party received an exceptional voter turnout among the Bedouin sector in the Negev.

"Deri was our axis for the Arab parties," opposition sources claim.
