The journalist Deniz Yücel remains at the head of the German PEN center after internal quarrels.
Of the 161 valid votes cast, 75 members voted against the dismissal of the President at the PEN general meeting in Gotha on Friday.
The result was extremely close: 73 members voted for his dismissal.
The current executive committee, headed by 48-year-old Yücel, was only elected last October.
Gotha - The management style of the top ranks had led to heated arguments and upheavals in the writers' association.
This includes insults, allegations of bullying and the tone of conversation.
The application made in Gotha against the PEN President was a novelty in the recent history of the association.
