The municipality of Hausham is going all out with investments.

The municipality will invest almost ten million euros in housing construction.

The result: record debt.

– The biggest cost drivers are still holding back this year.

With only 50,000 euros each, the municipal housing measures on Huberspitzweg and in the planned children's home on the site of the former Argulakirche appear in the budget of the Hausham municipality for 2022.

In the coming year, however, they will hit the ground running in their financial planning.

7.2 million euros are due for the 21 apartments in two apartment buildings in the new development area on the Huberspitz, 1.8 million euros for the five residential units in the children's home.

If you also include the renovation of the residential building at Nagelbachstraße 42, which is already planned for 2022, Hausham will invest a good ten million euros in housing construction, announced treasurer Martin Reisberger in his detailed report.

And he relentlessly made it clear to the municipal councils what that would mean for the debt level.

Debt jump to 23 million euros is just the beginning

From 2018 to 2021, it was relatively stable between 19 and 20 million euros.

Already this year there will be a first jump to around 23 million.

It then goes up almost like a catapult in 2023: Here Hausham will then be in the chalk with a whopping 33.5 million euros.

The dismantling in the following years, however, will be rather laborious, announced Reisberger.

For example, there are subsidies of a generous 90 percent for municipal housing - 60 percent of which is not a one-off payment, but in the form of a low-interest loan.

Since one can only demand socially acceptable and thus cheaper rents for the apartments built with it, the municipality had to contribute its own funds for the repayment – ​​for decades.

"So municipal housing is not 100 percent a sure-fire success," Reisberger warned.

Not only are the debts at record levels in Hausham.

The budget volume as such will also reach a new all-time high in 2022 at around 31.4 million euros.

In the administrative budget, Reisberger plans with 22.6 million euros.

The resulting surplus of almost 1.5 million euros flows into the asset budget, which is set at 8.7 million euros.

However, this is not enough to finance the investments estimated at a total of 7.8 million euros.

Not even the gratifying additional income of 600,000 euros from trade tax (2.5 million euros) after the Corona period.

That's why the municipality has to take out a good 4.1 million euros in loans this year.

Infrastructure is further improved

The leaders in the investment program this year are numerous infrastructure measures (waterworks 1.4 million euros, road construction 910,000 euros).

The 1.5 million euros for the rehabilitation of the old Freudenreich landfill will be subsidized 100 percent.

The new turntable ladder vehicle for the Hausham fire brigade (800,000 euros) and the general renovation of the tartan track at the central sports facility are also on the agenda.

The further expansion of childcare, on the other hand, will not really become cost-effective until 2023.

Here, the community will invest 2.9 million euros in the new children's home on Agatharieder Weg and expand the rainbow daycare center with an extension for two groups (1 million euros).

The municipal councils unanimously approved the budget and financial plan.

However, respect for the dimension of the figures resonated in all statements.

Georg Eham (non-party) described it as “insanely big”, Ria Röpfl (FWG) as “enormous”.

All projects were carefully evaluated individually, but the overall result was always kept in mind, emphasized Eham.

Even Harda von Poser could not see any pointless expenditure and saw the ability to repay despite the "startling" level of debt.

Thomas Danzer (SPD) noted, at least in perspective, that the best way to save is with “site beautification measures”.

Mayor Jens Zangenfeind (FWG) thanked the municipal councils for the "strong sign" of the unanimous decision.

You will keep an eye on the debt, as well as the rising construction costs and energy prices.

If decisions made turn out to be “no longer justifiable”, they will be reconsidered.

Nevertheless, it is good and right to use the unique opportunities in municipal housing construction.

In total, Hausham invested 66 million euros from 2013 to 2023 and only took on 25 million euros in debt.

Zangenfeind assured: "We invest to do good and are always awake."
