Senior police officer: "Government policy and goal setting are required here" Israel today

2022-05-14T21:19:54.552Z

Although the Israel Police has launched an operation to eradicate the phenomenon of illegal residents, there is still a long way to go.

"If you want to deal with the phenomenon of illegal immigrants, a government policy is required, from which goals, tasks and responsibilities must be deduced. Today, there is not a single factor in the State of Israel that integrates this whole issue," a senior police official told Israel Today.

Until a month and a half ago, before the escalation in the security situation, the phenomenon manifested itself in about 20,000 to 30,000 Shevachs entering daily through breaches in the fence. In addition, between 100,000 and 110,000 Palestinians with work permits enter Israel daily through 34 crossings Supervised.

It should be noted that Palestinians have been employed in Israel since the end of the Six Day War, and the number of permits in each industry is limited by the quota set by the political echelon in accordance with the security, economic and political situation in the State of Israel.

The permits are issued by the IDF through the Coordination and Liaison Administration.

"It should be emphasized that those who carried out the attacks in Ariel, Dizengoff and Elad were considered members of the Shabbat community, but were not supervised, because they had not previously committed any criminal offense that required security officials to monitor their movements." Senior security official, "Anyone who wants to carry out an attack can also enter the country through the supervised crossings, and there have been such cases in the past."

Thousands of arrests

Following the attack in Elad and in light of the numerous warnings of attacks, the police launched a large-scale operation to locate illegal residents.

By the end of the week, about 16,000 Shavuot had been arrested, of which about 600 had been investigated and criminal cases opened, and about 200 had been imprisoned. Illegal resident arrested for the first time is interrogated, documented and returned to the territories. Sometimes this is repeated the second time, but only the third time he is arrested, imprisoned and indicted for illegal stay.

By law, if an illegal resident is caught within a range of about 50 to 100 meters on each side of the separation fence, his treatment is carried out by the military prosecution.

Data obtained by "Israel Today" show that in 2021, 40,010 illegal immigrants, drivers and lodgers were treated by the police.

7,405 illegal immigrants were arrested and 19,533 criminal cases were opened.

The number of employers, drivers and lodgers treated by the police in 2021 was 6,537.

469 were arrested, and 5,640 criminal cases were opened.

"The foundations of the phenomenon of GSS do not depend on the police, the IDF, Israeli society or Palestinian society. They depend on other factors," says a senior law enforcement official.

"In order to deal with the phenomenon, their motivation to go to work in Israel must be sterilized, and the Israeli side must charge them a price that will prevent them from crossing the fence.

Legal sources claim that the decision to charge a price from the GSS only from the time of his third arrest was made, among other things, because the courts cannot handle the number of arrests made daily.

There is great complexity

"Shabach," says a police source, "is a complex person.

He could be the father of a family who came to Israel to work to earn a few shekels and return.

This is the basic platform, and on it are dressed a lot of types of "praise that enter the country to commit criminal offenses or terrorist attacks."

Shabach can be an adult or a minor. In the past, 16-year-old illegal immigrants were even caught by the police and even children aged 8 and 10 are sent by their parents to intersections on the roads, to earn a few shekels daily from customs. " In such cases, we need to bring the parents and file an indictment against them for neglect, "says a senior police officer.

Most Palestinians in Israel are employed in manual labor.

The most unusual are electrical work or advanced construction work.

In the past, there were also local authorities that employed firefighters to clear garbage, especially in the north.

Out of 34 crossings, there are about 18 main crossings.

There are passages of vehicles and goods, there are passages through which only people pass and there are passages that are both.

All crossings are supervised by the IDF and the Crossing Authority.

"There are those who do it for a living and there are gangs whose main occupation is transporting Shavim," says a senior police official. "Usually most of them are Israeli Arabs, who speak the same language and correspond with them.

It can reach NIS 100 to NIS 300 per person.

Registered companies do not deal with this, because if the company is caught, it must be closed down. "

The police emphasize that under certain conditions, transporting a Shin Bet can be considered an offense. "Usually, he picks them up in the dead of night in hiding points, including dropping them off in hidden spots. Most of the time, these guys drive with a car from Chukamak because they know they snore the car, so they prefer to drive an old car."
