John Ashe, the former president of the United Nations General Assembly, and Francis Lorenzo, the president of the International Organization for South-South Cooperation, who presented the letter of appointment to Cai Esheng, were all involved in the bribery case of Wu Lisheng and He Zhiping.
Both Ashe and Lorenzo were arrested in New York in 2015 in a bribery case involving Macau businessman and former CPPCC member Wu Lisheng. Ashe died in an accident before the trial, and Lorenzo pleaded guilty and turned into a tainted witness.
Ho Chi-ping, the former head of Hong Kong's Home Affairs Bureau, was convicted by the United States of bribing UN officials. During the trial, the prosecution also alleged that he negotiated "significant proposals" with Ash.

Cai Esheng is a director of three companies - "South-South Cooperation Financial Center Co., Ltd.", "South-South Sustainable Development Steering Committee Asia-Pacific Committee Co., Ltd.", "South-South International Charity Foundation Co., Ltd." It is related to the "South-South Cooperation" initiated in the 1970s.

Two officiating guests arrested in 2015 for violating FCPA

Yan Xuerui was convicted and sentenced to 20 months in prison. Her husband is a senior official of the Australian intelligence agency.
