Cai Esheng is a director of three companies - "South-South Cooperation Financial Center Co., Ltd.", "South-South Sustainable Development Steering Committee Asia-Pacific Committee Co., Ltd.", "South-South International Charity Foundation Co., Ltd." It is related to the "South-South Cooperation" initiated in the 1970s.

In September 2015, Macau businessman Wu Lisheng, former UN General Assembly President John Ashe, and Dominican Deputy Ambassador to the UN Francis Lorenzo were arrested in New York for violating the US Foreign Corrupt Practices Act.

Two officiating guests arrested in 2015 for violating FCPA

In October 2015, both Ashe and Lorenzo were arrested in New York in a bribery case involving Wu Lisheng, a Macau businessman and former member of the National Committee of the Chinese People's Political Consultative Conference.

Wu Lisheng paid bribes to United Nations officials in exchange for building a United Nations conference center in Macau and was convicted of violating the U.S. Foreign Corrupt Practices Act and sentenced to four years in prison.

His activities at the United Nations are related to the "South-South Cooperation" project, and he founded the "South-South News" website.

On June 22, 2016, Ash was hit in the neck by a barbell while working out at home.

And Lorenzo served as a tainted witness in the case, admitting bribery and money laundering.

During the trial of He Zhiping's case, the prosecution played a recording of the phone call between He Zhiping and another defendant in Wu Lisheng's case, Australian Chinese Yan Xuerui, talking about the intention to bribe Ash.

Yan Xuerui was convicted and sentenced to 20 months in prison. Her husband is a senior official of the Australian intelligence agency.
