The state parliament in Düsseldorf has 181 seats, not counting compensation and overhang mandates.
Of these, 128 are awarded direct mandates in the constituencies by first vote.
The rest of the mandates are distributed via the state lists of the parties.
Ultimately, the distribution of seats in the state parliament must correspond to the result of the second vote.
If a party receives more direct mandates from first votes than it would be entitled to based on the result of the second vote, then the other parties receive equalizing mandates in order to restore the correct ratio.
A total of around 13 million people in Germany's most populous federal state are called upon to cast their vote.
Among them are 785,900 first-time voters.
