The Government announced in July 2021 to revise the "Draft Tsing Yi Outline Zoning Plan" to rezone a site west of Tsing Yi West Road, adjacent to Liao To Village and the housing estate Hiu Fung Garden, from "Green Belt" to "Residential (Type A). ) 5” zone for the construction of 3 public housing blocks, providing about 3,800 units.
The Town Planning Board will conduct 3 hearings on the above amendments from today (16th) to next Monday (23rd).
There are more than 5,100 objections, accounting for nearly 98%
The above amendments received as many as 5,277 comments, of which 5,155 expressed objections, including environmental groups such as Changchun Society, Hong Kong Bird Watching Society, Kadoorie Farm and Botanical Garden Company, Environmental Sense Hong Kong, WWF Hong Kong Branch, and Create Hong Kong. or follow groups.
However, the Planning Department stated that it does not support the relevant objections. It is expected that the amendment is expected to be approved by the Town Planning Board, and 3,800 new public housing units will be supplied in the future.
Planning Department: The site is located on the edge of the built area
The Planning Department believes that the Government has been adopting a multi-pronged approach to increase land supply for housing, including continuous review of various land uses.
The proposed "green belt" site for public housing development is located on the fringes of the established areas in Tsing Yi and very close to the existing roads.
Taking into account that the proposed public housing development project is technically feasible and will not cause insurmountable technical problems, the Planning Department considers that the amendment is appropriate, and also points out that the development density and building height of the proposed development are appropriate.
Opposing groups mainly believe that the public housing development plan of the above-mentioned amendments will worsen the traffic conditions in the area, the building height will be higher than the ridgeline of the adjacent hillside, or it will have a negative impact on vision and sunlight, and produce a screen effect. Liaodu Village and Xiaofeng Garden have a deep influence.
According to the data, the above-mentioned public housing plan will be developed with a plot ratio of 6.7 times, involving 3 residential buildings with a maximum building height of 220 meters above the main horizontal benchmark, providing about 3,800 units, which are expected to accommodate 10,300 people.
