The phenomenon of praise is the essence of the Israblof:
instead of solving it once and for all, we work on ourselves, and each time we are surprised that it does not work for us.
There have always been illegal residents in Israel.
This is the nature of the mix between the populations - Israeli and Palestinian - who live within each other, in a small and dense geographical area.
The vast majority of them come to Israel for economic reasons;
Hard-working Palestinians who want to look for work in rich and opportunity-rich Israel.
Their avoidance of getting an orderly work permit lies in quite a few reasons.
Some do not meet the criteria of age and marital status, and others have an indirect connection to someone who was involved in terrorism.
And there are those who just do not bother to get approval;
The ease with which they were able to enter Israel through the fence prevented them from bothering themselves with the complicated procedure of obtaining an orderly work permit.
Mess, in perfect order
The fence on the Gaza border has almost reduced the number of infiltrators from the Gaza Strip to zero.
Those who managed to enter illegally were captured in most cases, and returned to Gaza.
The same effect was supposed to be achieved by the separation fence with Judea and Samaria. However, this fence was never completed for political and budgetary reasons, and the parts that were completed were dismantled in recent years and made the fence ineffective.
Instead of being a barrier against Palestinians entering the Green Line without a permit, the seam area became a real highway: in some areas, parking lots worth NIS 10 per day were even built on the Palestinian side of each Palestinian vehicle;
The drivers would leave their vehicles there, cross into Israeli territory, get into the vehicle of an Israeli shuttle driver and set sail for a day's work in Israel.
For the benefit of the thirsty and the hungry, "robbers" were even established on both sides of the fence;
So much so that the rush was regulated.
It is easy to understand why the Palestinians enter Israel: to make a living.
It is also easy to understand why Israel absorbs them: it needs working hands.
This is particularly evident in the construction, agriculture, services and catering industries.
When the terrorists escaped from Gilboa Prison in September last year, the IDF closed the seam area in northern Samaria to prevent them from escaping to Jenin.
These employers enjoy all the worlds.
Cheap and available manpower, desperate for work, working in the "black" and saving them tax payments.
But employers are only a third of the glitch;
The other two thirds are the drivers (the same drivers who collect the praise from the separation fence and return it at the end of the day), and the mourners (who take care of their accommodation in the country). Together they are known as the "three moms" - employers, drivers, lodgers - three About the law, usually knowingly, and the state does nothing to them.
Stop with the circus, start punishing
It's time to stop with this circus.
The seam space must be closed, because it is a breach that calls for a terrorist.
But because Israel needs manpower, it must take a series of steps that will solve the problem: expanding the circle of permits and introducing most of the GSS into it, legally and in coordination with the GSS (their number is currently estimated at 40,000);
Widening and enlarging the passages so that it is more humane to pass through them, and the temptation to skip them and look for gaps in the seam space will decrease;
Establishing a legal and orderly arrangement of transportation and accommodation;
And heavy punishment for those who help, illegally and employ Palestinians illegally.
These measures, if taken and enforced side by side, will dramatically reduce the phenomenon of GSS. Given the data that the rate of work permit holders carrying out terrorist attacks in Israel is zero - because they have a family to feed and therefore what to lose - finding a solution to the GSS problem is an essential step In the war on terror, and by implication - in thwarting the next attack.
