Special envoy to Toretsk and Niou-Iork

Until the 2014 war, the inhabitants of Donbass elected their mayor like those of other regions of Ukraine.

But in this Russian-speaking territory with uncertain allegiances, the elected officials of the localities located near the front line have since been replaced by proconsuls from the army or internal intelligence (SBU).

In Toretsk, a mining town located about fifty kilometers north of Donetsk, this mission was entrusted to Colonel Vassyl Tchinchyk.

The "head of the military administration", a laughing forty-something, comes from the west of the country and seems to take his role very seriously.

Since February 24, he has worked with a firm hand to prevent the city from sinking.

In Toretsk and neighboring settlements, contrary to what happened in Luhansk Oblast as well as in the vicinity of Mariupol, Russian troops have so far failed to break through the front.
