According to the Education Bureau, as of April this year, about 440 kindergartens have applied for tuition increase in the 2022/23 school year, and only 4 kindergartens have applied for tuition reduction.
As of the 10th of this month, the bureau has also received 38 applications for tuition adjustment and 42 notices of non-adjustment of tuition fees.
The Education Bureau said it is reviewing the tuition fees proposed by the schools concerned and will process applications in accordance with established procedures.

38 DSS schools apply for tuition fee adjustment for next school year
The Education Bureau also stated that on March 8 this year, it issued a letter on the application for tuition adjustment and the submission of the financial budget of the DSS schools for the next school year. Regarding the notification of tuition fee adjustment, the relevant application will be processed according to the established procedures, with a view to completing the application approval process and informing the school of the relevant result before the start of the new school year.
DSS schools must consult parents before adding tuition fees
The bureau emphasized that DSS schools that plan to adjust tuition fees in the new school year must consult parents about the increase in tuition fees, including explaining to parents the reasons for the increase in tuition fees, and responding to parents’ comments and concerns about the increase in tuition fees.
When submitting an application for fee increase, DSS schools must submit a budget and sufficient justification.
During the approval process, the Education Bureau will carefully review the financial budget submitted by the school and the justification for adjusting the tuition fee. It will also confirm that the school has carried out the necessary consultation work and set aside no less than 10% of the total tuition fee income as tuition fee according to regulations. Relief or scholarship purposes to ensure that students’ studies are not affected by family financial hardship.
