The plan generally adopts the blueprint of the "three divisions and fifteen bureaus" proposed by the current government. Chief executive-designate Li Jiachao has added new proposals. According to the new structure diagram provided by the chief executive-designate's office, it includes the addition of the deputy chief secretary for administration and the deputy financial secretary. The three positions of the Chief Minister and the Deputy Secretary for Justice will be expanded to expand the accountability team.

The reorganization of the remaining policy bureaus is roughly the same as the plan proposed by the current government, including the spin-off of the Transport and Housing Bureau; and the establishment of a new culture, sports and tourism bureau, that is, the number of policy bureaus in the new government will increase from 13 to 15.

Other bureaus were reorganized into the Environment and Ecology Bureau, the Medical and Health Bureau, the Home Affairs and Youth Affairs Bureau, and the Innovation, Technology and Industry Bureau.
