In response, Acting Secretary for Home Affairs Chen Jizhi said that the authorities will step up the restructuring work including the establishment of a culture, sports and tourism bureau. It is believed that the next government, with the support of the central government, will make every effort to promote Hong Kong as a "Sino-foreign cultural and artistic exchange center".

However, the crux of Hong Kong's criticism of being a "cultural desert" is not whether there is a decision-making department dedicated to cultural work, nor whether there is central support, but the SAR government has always ignored the public attributes of "cultural soft power" and its shaping of social values. The significance of it is to let the industry blindly pursue Western standards and lose the cultural subjectivity of "Hong Kong, China", and let the commercial competition model dominate the development of literature and art to make it a luxury for the upper class.

Whether it can successfully create a new cultural name card of "Hong Kong, China" depends on how the Hong Kong government will break the situation in the future and truly make Hong Kong a "Sino-foreign cultural and artistic exchange center".
