The plan generally adopts the blueprint of the "three departments and 15 bureaus" proposed by the current government. The reorganization of the remaining policy bureaus is roughly the same as the plan proposed by the current government, including the spin-off of the Transport and Housing Bureau; and the establishment of new cultural, sports and tourism bureaus, that is, the number of policy bureaus in the new government will increase to 15.
Other bureaus were reorganized into the Environment and Ecology Bureau, the Medical and Health Bureau, the Home Affairs and Youth Affairs Bureau, and the Innovation, Technology and Industry Bureau.
Li Jiachao said that he is actively promoting the work of team formation, emphasizing that the deputy director-general must have the ability to coordinate and command, and the experience of other cabinet members must also be related to the policy bureau they belong to.
The government said the restructuring package, which proposes to add 13 politically appointed officials and 57 civil service positions, would involve a total salary expenditure of about $95 million a year.
