Île-de-France: measures to limit strikes in transport open to competition

Last fall, several months of protests affected certain bus networks, mainly Transdev, following their opening


With this document, Île-de-France Mobilités (IDFM) hopes to limit social conflicts and their share of disruptions, as was the case last fall on the Transdev networks in the greater suburbs.

The organizing authority for transport in Île-de-France unveiled, on Tuesday, a "book of social requirements of IDFM".

These new criteria will have greater weight in the choice of companies that will operate the lines open to competition on the various Ile-de-France transport networks.

"It's a small revolution in the world of transport," says Valérie Pécresse, president of Île-de-France Mobilités.

In detail, the social share in calls for tenders has therefore increased from 10 to 15%, the financial criterion lowered from 45 to 40%, and the quality of service remains at 45%.

"And if 15% seems low to you, this makes it possible to make the difference between two applications", specifies Laurent Probst, managing director of IDFM.

It further details: "the modification of working conditions should not lead to deterioration in the essential perimeters" such as break times, working time, breaks or even rest days.

Remuneration will also have to be guaranteed: “If we work more, we must earn more”, underlines Laurent Probst, who adds that “we will no longer be able to play on cuts for example”.

And in the event of a repeat offense by the company, "we can go as far as the termination of the contracts",

Discussions underway for the RATP network

This document is the result of the mission entrusted in October to Jean-Paul Bailly, former boss of the RATP and La Poste, and Jean Grosset, former quaestor of the CESE.

They were then responsible for playing mediators to put an end to the strikes at Transdev.

"It is an innovative text which aims to show that balanced competition can be a win-win for all", assures the first.

At this stage, this document will only concern the 19 remaining public service delegations for the outer suburbs only.

Jean-Paul Bailly and Jean Grosset are still tasked with finding a solution to the conflict affecting the RATP bus network, which is also subject to the opening up to competition.

At the beginning of next week, three days of strikes are planned to oppose it.

But they are not the only ones concerned.

Gradually the entire Ile-de-France network will be dismantled.

Thus, as of next year, certain SNCF lines will begin to come out of the company's monopoly.

In other words, at the end of the procedure, it will be operators other than the SNCF who could operate lines H, J, L or even the RER D or C. "This document does not solve much, regrets the Transdev South union.

The 5-point increase in the social aspect is negligible and certain subjects are mentioned, and not imposed.

As for the bus operator in the outer suburbs, he did not respond to our requests.
