According to the overall observation, the ability of civil servants to use Putonghua at the time of entry has generally reached a certain level in recent years. When recruiting civil servants, individual departments/grades will, according to their operational needs, formulate their own appropriate methods to assess whether the applicants can meet the relevant grades. The required Putonghua proficiency, for example, applicants are required to answer in Putonghua during selection interviews, or applicants are required to achieve specific results in a designated Putonghua proficiency assessment test.

He also mentioned that the Civil Service Academy is continuing to promote Putonghua training for civil servants to help them continuously improve their ability to use Putonghua. According to the needs of different personnel, the training provided by the Academy for civil servants covers different levels of courses, including basic training and advanced courses. , intensive courses, and courses to improve customer service and face-to-face communication skills.

The Academy also incorporates topics related to social development in the Mainland in the training, such as introducing new things and topics in urban life in the Mainland, as well as the differences between Cantonese and Mandarin vocabulary in common use.

In addition, the college also provides a wealth of online learning resources for civil servants, which focus on pronunciation identification, similarities and differences between Cantonese and Commonwealth, hot words, commonly used sentences in official situations, and dialogue and exchanges.

Nie Dequan explained the data, referring to the past five years (2017 to 2021), the Civil Service Bureau held nearly 500 Putonghua training courses and seminars, with a total of about 13,000 participants. The work is helpful, and 95% of the courses are rated as "excellent" or "good".

The promotion of civil servants is based on the criteria set out in the Civil Service Regulations, including the character, ability (including job performance and potential), experience and qualifications required for promotion, and is selected and approved by the Promotion Selection Committee. Recommendations are made to select the best and most suitable people to fill promotion positions.

A civil servant's language proficiency (including Putonghua proficiency) will be reflected in the performance of the officer concerned, which is an important consideration in promotion selection.
