Some members of the Legislative Council asked questions at the meeting today (18th), asking the government to explain the latest timetable for the project to solve the seawater odor problem at the Shanghai site, and whether it will establish comprehensive big data on sewage discharge.

The Environment Bureau responded that the authorities have taken a series of improvement measures, including rectifying the problem of erroneous connection of sewers to storm drains, and will also take a multi-pronged approach to solve the problem.


Although the Rambler Strait on the west side of Tsuen Wan has a beautiful name, the waterfront area is accused of misconnecting the sewers, and the odor problem has not been resolved for more than 20 years.

Lin Lin, Member of the Legislative Council today (18th), pointed out that the first phase of the "Tsuen Wan Waterfront Improvement Works" (the enhancement works) implemented by the Government through the special funding for waterfront enhancement was completed and opened to the public in April last year. The details of the phased works have not yet been resolved; and the odor problem of the Tsuen Wan coastal waters, which has been bothering the residents of Tsuen Wan West, has not yet been resolved.

At the meeting, she asked the authorities whether they had the latest timetable for the above-mentioned projects, whether they would consider adopting the method of purifying seawater with oyster shells at the same time, whether they would establish comprehensive big data on sewage discharge to solve the problem, and whether the government had put waterfront affairs in perspective. The committee's recommendations will be incorporated into future optimization engineering planning and so on.

The Secretary for the Environment, Wong Kam-sing, replied that the Development Bureau is currently preparing for the second phase of the Tsuen Wan waterfront enhancement project. The project will involve a 530-meter-long waterfront promenade for citizens to jog and stroll, and a waterfront space covering an area of ​​about 12,000 square meters. The project will provide a number of recreational facilities, including fitness and recreational facilities, restaurants, and shaded awnings; it is also pointed out that the Architectural Services Department is currently hiring a second-phase engineering consultant to carry out detailed design work for the project, and the recruitment process is expected to be completed in the middle of this year; Consultation work will then be carried out and a tender for the construction works is expected to be held by the end of 2023. The target is to apply for funding from the Legislative Council and start the construction works in mid-2024. The project is expected to be completed in phases from the end of 2025.

Wong Kam-sing continued to point out that there are many old and new buildings in the Tsuen Wan area. Some polluted ground runoff and domestic sewage flow into the coastal waters through the rainwater system, leading to odor emission. The government has taken a series of improvement measures, including cleaning channels and carrying out dredging works. , adding dry season shutoffs, and investigating and rectifying the misconnection of sewers to storm drains.

Regarding the proposal of constructing ecological seawalls or artificial oyster reefs from oyster shells, Wong Kam-sing pointed out that although the biodiversity of near-shore waters can be improved and the ecological environment can be optimized, he believes that this method is not effective in treating sewage and pollutants from storm drains. Therefore, the Government will concentrate its resources on implementing the above-mentioned pollution interception, sewerage system and drainage repair works in Tsuen Wan.

In the past, the Government had installed plastic curtains for culvert drains to cover up odours.
