The Northern District Attorney's Office, in the opinion of the State Attorney, Amit Eisman, decided today (Thursday) to appeal against the release committee's decision to grant early release to sex offender Alon Kastiel.
The prosecution is expected to officially appeal this coming Sunday.
On Monday, the committee at Hermon Prison approved the request of Castiel who was convicted of sexually assaulting four women.
The release committee's decision reads, among other things: "It should be noted that the prisoner has no previous convictions, and during the first hearing he completed treatment in a designated department for the treatment of sex offenders, was integrated into employment and education drawers."
His dangerousness was underestimated. "
It was also written that "the prisoner completed the entire treatment basket offered within the prison walls. Following the treatment he underwent during the legal proceedings and imprisonment, there was a positive change in his behavior patterns (as impressed by the various treatment factors) and today his sexual risk is low.
"Considering the prisoner's significant treatment process so far and the change in his behavior, we believe that this time the request should be accepted and the prisoner's early release ordered. If the prisoner's request for early release is denied, he will be released in ten months without further treatment It is not required to be supervised under the Protection of the Public from Sexual Offenses Law. "
In January 2018, the Tel Aviv District Court sentenced him to four years and nine months in prison as part of a plea bargain in attempted rape, indecent assault, indecent assault and sexual harassment.
After three years in prison the committee discussed his application, to a brother who claimed to have undergone the required treatment in prison and was given full responsibility for his actions.
The prosecutors then thought that the plea agreement was appropriate.
With regard to reducing the number of complainants from 15 to 4, they said at the time that the prosecution would file an indictment only when it is believed that there is a reasonable chance of conviction.
In early September 2016, Castiel was accused of committing sexual acts and was initially charged with two counts of rape.
Castiel's defense attorney at the time, Adv. Meital Danino and Roi Belcher, then claimed that there was a statute of limitations regarding the same case since 10 years had passed since the act attributed to him.
One of the complainants asked to express her position before the committee and the defense attorney of Castiel, Adv. Rotem Tobol, expressed her consent.
