The Hong Kong Government continued to say that starting today, the Office of the Chief Information Officer will arrange mobile registration teams at the four Licensing Offices of the Transport Department to assist citizens in registering as "Smart Plus" users.

The government reopened a number of public services last month, including the Transport Department's licensing service. However, there were long queues at many Transport Department's licensing offices. There were once hundreds of people queuing up, and the situation was chaotic. Some drivers even claimed that it took four hours to complete the procedures.

The latest "Audit Report" also disclosed that although the Transport Department had launched a pilot scheme for dispatching and waiting, it was ultimately not implemented on the grounds that the overall benefits were not obvious.

Audit suggested at the time that the Transport Department should review its manpower, explore the establishment of a distribution system and expand the booking service, and strengthen the publicity of the online licence application service.

Xue Yongheng said today that "Smart Convenience" mobile registration teams have been successively arranged to be stationed at the Licensing Office of the Transport Department to promote "Smart Convenience" and provide vehicle owners with one more choice.

He continued, taking the application for vehicle license renewal as an example, originally it was necessary to submit the form and related documents signed by the applicant, but if the public has registered the "Smart Plus" with digital signature function, they can sign online and Submit your application and save yourself the need to go to the Licensing Office in person to wait in line.

According to the OGCIO, starting from December 2020, 12 existing online licence application services will be upgraded in phases, and it is planning to provide more online licence services with "Smart Convenient" as identity authentication for citizens to fill in and upload online. There is no need to go to the Licensing Office to wait for counter service by submitting the form.

Unregistered members of the public who wish to use the online licence application service can register for "Smart Plus" at the Mobile Registration Team.

"Smart Convenient" has more than 1.3 million registered users so far, and can access more than 200 online services of government, public and private organizations.

The OGCIO promotes the use of "Smart Convenience" by various government departments to allow members of the public to complete the required procedures online without the need to visit the relevant offices in person.

In addition, the "Smart Convenient" platform provides two versions, "Smart Convenient" and "Smart Convenient+". The former provides identity authentication, "Form Filling" and personalized reminder functions; the latter adds a legally binding digital signature function.

Apart from the services provided by the Mobile Registration Team, members of the public can also download the "Smart Convenience" application for registration.

In addition, members of the public can also go to self-registration kiosks at various locations in Hong Kong, or registration service counters at various post offices (except mobile post offices) to register for "Smart Plus" directly.
