According to the Transport Department, the purpose of the pilot test is to gain more operational experience for short-distance travel by using electric personal mobility tools and electric assisted bicycles to travel between work sites and major transport hubs on cycle tracks.

Pre-registration required

The Transport Department will issue permits to registered pilot trial participants as a one-off special arrangement for this pilot trial.

Users of electric personal mobility tools or electric assist bicycles without pre-registration will not be allowed to participate in the trial. Movable tools may contravene the Road Traffic Ordinance (Cap. 374) and its subsidiary legislation, as well as other relevant legislation.

The Transport Department reminded members of the public to pay attention to the pilot test arrangements. Special attention should be paid when cycling and crossing the designated cycle track. It also pointed out that there will be ambassadors on site from time to time to provide guidance and necessary assistance to the public.

According to the document submitted by the Transport Department to the Sha Tin District Council earlier, the electric mobility tools participating in the scheme must have a permit issued by the Transport Department, have effective lighting devices, and brake and stop devices.

Participants are also required to wear a bicycle safety helmet, and the speed should not exceed 25 kilometers per hour.

In January and February 2021, the Transport Department also conducted field trials of electric mobility tools in Tseung Kwan O and a section of the cycle track near the Pak Shek Kok waterfront promenade in the Science Park respectively.

Citizens participating in the test scheme at that time can use approved electric mobility tools to walk on the cycle tracks on designated road sections.

Electric scooters are piloted at CUHK to Science Park Transport Department: Shared bicycle paths are basically safe. Refuse to stick to the old rules. Electric mobility laws should be in line with the times. Police should enter Tseung Kwan O to intercept illegal electric bicycles. 26 arrested in three-day crackdown on electric mobile tools
