A consortium took the lead in filing an application for rezoning of the surrounding land with the Town Planning Board, planning to build seven residential buildings on the land north of the golf course, involving 969 units.

In the middle of the land is the Grade 1 historical building "Love Garden Villa". The applicant claims that the building will be retained and will be expanded into a clubhouse, connecting the swimming pool and the garden.


Looking through the information, the land is owned by the Xu Shixun family of China Construction Group. Xu Shixun reduced the scale of development four years ago to "break through", but after Xu Shixun's death, the Town Planning Commission stopped processing his rezoning application, and the Xu family then reapplied on paper. 676 units were built, and new applications increased by more than 30% compared with the original plan.

According to the TPB document, the application site is located in the north of Fanling Golf Course and adjacent to the low-density residential "Golf View Garden". The applicant intends to rezone the site from "Comprehensive Development Area" to "Comprehensive Development Area (1)" , to build seven residential buildings with a plot ratio of about 4.3 times and a height of 27 to 32 floors. It is expected to provide 969 residential units and 1,117 private car parking spaces.

The Grade 1 historic building "Love Garden Villa" is located at the center of the entire development. The applicant claims that the historic building will be preserved and a two-storey residential home for the elderly will be built adjacent to the "Golf View Garden" to provide 100 seniors' accommodation The floor area is about 2,708 square meters, and the floor space of residential care homes is not included in the maximum plot ratio.

"Love Garden Villa" is planned to be converted into a single-storey clubhouse, connected to a private swimming pool, and the other side will be a "sinking garden".

According to the design outline, in addition to the clubhouse at the location opposite the Fanling Highway, the "Love Garden Villa" will also be converted into a single-storey clubhouse, connected to a private swimming pool, and a "sunken garden" on the other side.

The residential towers will be built around the "Love Garden Villa" and will be designed in a stepped design. The southeast side will be a medium-to-high-density development, while the northwest side, which is closest to the "Golf View Garden", will be a low-density development.

The applicant pointed out that the proposed development can match the surrounding land use and development scale, conform to the review results of the "Comprehensive Development Area" land use, and set a good precedent for the Fanling/Sheung Shui new town.

Looking through the information, the land is owned by the Hong Kong sister artist Li Jiaxin's family, and the chairman of China Construction Enterprise Xu Shixun. In 2017, he submitted a rezoning application to the Town Planning Commission to build 816 units with a plot ratio of 3.6 times, but was rejected by the Town Planning Commission. The following year, he applied to reduce the scale by 20% to 676 units, and the Planning Department "gives the green light" without objection.

However, Xu Shixun passed away in the same year. The Town Planning Board said in June 2019 that it would not continue to process the application. At the same time, the Xu family re-applied for a rezoning of the same scale. The scale of rejections in years.
