The Town Planning Board voted today (20th) on the planning application for the proposed concrete batching plant in Tseung Kwan O Area 137. District councilors from different parties in Sai Kung protested in the morning, demanding that the plan be withdrawn. Among them, Fang Guoshan advocated that the authorities should find another cave to build a concrete plant. So as not to aggravate the air and water pollution in the area.

Zhang Meixiong said that he had submitted 3,340 letters of objection to the Town Planning Commission a few days ago, urging the Town Planning Commission to pay attention to the public opinion veto plan.

The Town Planning Board finally approved the application with conditions attached.

Several district councillors petition the town planning board to withdraw the plan

Member of the Professional Power District, Mr. Fong Kwok-shan, the convener of the People's Livelihood Roundtable, Zhang Meixiong, and the Legislative Council Member, Lin Suwei, arrived at the North Point Office of the Town Planning Commission at noon today (20th) to discuss the proposed concrete batching plant in Tseung Kwan O Area 137. The valid application is not more than Before the 7-year planning permission meeting was held, a banner petition was erected, and a letter signed on behalf of the residents of the 12 housing estates in Tseung Kwan O was presented at the scene, urging the authorities to withdraw the plan.

Mr Fong Kwok-shan said that he had expressed to the Development Bureau and the Civil Engineering and Development Department the concerns of the residents in the district about the project and its environmental impact at several meetings.

The authorities plan to operate the concrete plant 7 days a week, 7 to 7, while construction sites generally do not start on holidays, questioning the necessity of uninterrupted operation of the plant, and the concrete plant is bound to attract more heavy vehicles to and from the Huanao Road , Environmental Protection Avenue, most of the concrete trucks entering and leaving the factory and construction site are not cleaned, bringing mud, concrete, and gravel to the residential community, and the main road in the area lacks a closed-circuit television monitoring system, which makes it difficult to trace the instability of cargo and traffic safety problems. Vehicles pose risks to residents' driving.

She had previously suggested developing a concrete plant in a cave, and submitted the relevant proposals to the Development Bureau and the Civil Engineering and Development Department for study. The proposed concrete plant in the cave should be fully automated for indoor sealing, and other suitable mountains or caves should be found for construction to avoid the need for factories. The operation will cause environmental pollution such as air pollution and water pollution to the surrounding area. It is believed that the construction cost of the "cave" concrete plant solution may be higher than that of the existing concrete plant, but it can minimize the impact on the surrounding landscape and environment.

MPs slam the authorities for not setting "spicy" clauses for tenders for concrete plants

Sai Kung District Councillor Cheung Mei-hung pointed out that in the earlier meeting of the Development Bureau, the Central Bureau had acknowledged that about 70% of the concrete output of the proposed Tseung Kwan O Concrete Plant would be mainly supplied to areas such as East Kowloon, and would be delivered through the future Cross Bay Bridge.

He is worried that the driving of the snail truck will cause nuisance to the surrounding environment and traffic, and it is not fair for the residents of Tseung Kwan O to undertake the concrete supply for the construction of East Kowloon.

He criticized the Development Bureau for not setting "spicier" clauses in the tendering of concrete plants, including setting up water quality, air or noise monitoring indicators for annual renewal clauses, holiday suspension arrangements, 24-hour monitoring systems and other improvement measures.

He reiterated that although he understands the need of the concrete plant, the bureau has no sincerity to improve the problem, so he opposes the relevant plan.

In June last year, the Development Bureau studied to find a suitable site for setting up a concrete plant in Area 137 of Tseung Kwan O to replace the Yau Tong Concrete Plant.

The bureau pointed out that because the concrete factory needs to set up factories in the development area to support the construction projects in the vicinity, the site is located in the seaside land of the 137th area, and various materials for making concrete are transported by water, so as not to increase the pressure on land traffic. , and is expected to be put into operation as soon as 2024.

The application was discussed at the Town Planning Board today and a temporary permit was granted with conditions for a period of seven years.
