Therefore, the applicant is advised to use the concrete plant in the concrete plant. According to the TPB document, a total of 9,450 public comments have been received so far, of which 8,901 objected to the relocation of the concrete factory to Tseung Kwan O, and another 453 comments expressed concern about the relocation, accounting for nearly 99% of the total.

Opponents criticized that the government's relocation of the concrete factory was to transfer the pollution situation to Tseung Kwan O. They believed that the measures were unfair to the residents of the area, and urged the government to move the landfill and other serious facilities out of the area and rezone them as recreational facilities.

Operation can be extended to 2039

According to the Planning Department, the site is currently a designated site for "Other Specified Uses (Deepwater Waterfront Industrial)", and the concrete plant needs to be built on a seaside land, which is difficult to accommodate in traditional industrial buildings, so it is in line with the original planning intention of the site.

In addition, Area 137 in Tseung Kwan O will be used for residential development, so the government will only lease the site for a short period of seven years, and the operation will be suspended before the first batch of residents join in 2039, stressing that the application will not affect long-term planning.

The EIA report also pointed out that after implementing the mitigation measures, the plant will not harm the environment of Tseung Kwan O.

The applicant also proposed mitigation measures in terms of air quality, noise and water quality.

The Planning Department recommends that the applicant should install dryers at the concrete plant, wash vehicles before leaving the plant, and install CCTV monitoring to ensure dust emission from concrete trucks.

The Planning Department continued to support the application for the construction of a concrete plant if the applicant meets the conditions, that is, before the concrete plant is put into operation, vehicle access, parking and loading and unloading facilities should be provided. To the satisfaction of the Committee; if the applicant fails to meet this condition, the permission will lapse immediately without further notice.
