Indersdorf is planning a wide forward-looking project.

After the municipal residential complex that is currently being built on Holzhauser Straße, a second one is to follow near the water tower.

The councils approve of the project, but it is unclear whether it can be implemented in the near future.

Indersdorf – The municipality is currently building ten apartments for municipal housing, the groundbreaking for the forward-looking project was last October.

And while the building on Holzhauser Strasse is being built, the municipal councils were already discussing the next project last Wednesday evening.

After all, the need for affordable housing is higher than ever.

Cooperation with the WLD

As with the Maria-Gschwendtner-Haus and the project on Holzhauser Strasse, the municipality will also be working with the Wohnungsbaugesellschaft mbH in the Dachau district (WLD) on the Greta-Fischer-Weg.

Managing Director of WLD, Stefan Reith, presented a first rough draft of Indersdorf's second municipal residential complex in the meeting with the architect Alexander Gomula from the planning office GHK Architekten from Dachau.

Rent below market rate

A house is planned in which eight affordable apartments are to be built.

Affordable means that the rent should be below the market price.

Four one-room apartments and four three-room apartments are planned.

Whereby you “have to differentiate between the three-room apartments”, as architect Gomula explained: “The smaller ones are actually only suitable for two people, ideal for example for single mothers.” The one-room apartments are also deliberately planned: “ The need for small apartments is there.” The house should be barrier-free, “a challenge on the steep slope, but doable,” as the architect explained.

A playground will also be built.

While Alexander Gomula was able to present the positive part with the new planning, Stefan Reith was forced to bring bad news about the costs of the project: "I don't need to tell you how things are going at the moment with the construction costs." In numbers means Reith's comment: The estimate for the production costs of the residential complex is already 25 percent higher than that of the residential complex in the Holzhauser Straße construction area.

Reith estimates around 6000 euros per square meter in his estimate, on Holzhauser Straße it was just under 4000 euros.

And even with this sum, it is not clear what is to come.

"I don't know, no one will know, and when we start building next year, we'll know even less," said Reith, summarizing the current uncertain situation on the market.

Promotion of 30 percent

Still - and the emphasis is still on the word at the moment - the municipality can count on the same subsidy for the project as for the first municipal housing complex: 30 percent.

But here, too, the situation is not certain.

Sometimes the government also discontinues funding programs at short notice, as Second Mayor Peter Keller (FW) noted.

But according to the current status, the production costs would be around 4 million euros, 1.2 million euros "there would be from the government".

The property belongs to the municipality.

Reith also had another piece of bad news: while the project on Holzhauser Strasse should have paid for itself after 22 years, the new project on the water tower would have been 30 years old.

The reason for this is the increase in construction costs and the higher interest rate.

Despite the enormous costs, the municipal councils are united behind the plan to build a municipal housing complex at the water tower.

"The question today is not whether we will do it, but when," Mayor Franz Obesser summarized the discussion.

The local politicians were unanimously in favor of pushing ahead with the planning as far as possible so that "we can start at any time", as Josef Sandmair (FW) put it.

The plan now is that the topic will be discussed again in the municipal council in the autumn – when all the current cost increases are known.

"If we were at 7,000 euros in costs per square meter in the fall, I'm in favor of pulling the ripcord," said Hans Lachner (CSU).

Managing Director Klaus Mayershofer emphasized: "You then decide in the autumn: yes or no".

With regard to the rising costs, Hubert Böck (SPD) was important to emphasize: "We should stick to the fact that those who cannot afford it on the free market can afford it on the open market."

The Indersdorfer municipal councils and the administrative staff are angry.

For almost a year they have been waiting for the final approval of the funding by the government of Upper Bavaria for the first project on Holzhauser Straße.

And every week that goes by is "hard cash", as Hans Lachner (CSU) put it.

The problem: The municipality can only take out a low-interest loan from BayernLabo once it has received a subsidy notice.


The annoying thing for the community: At the time they applied for funding, the interest rate for the loan was still 0.2 percent for 20 years.

As of Wednesday, the interest rate is already at 1.6 percent.

This time delay costs money.


Hans Lachner clearly showed his anger in the meeting: "That's absurd.

Big promises are made and then nothing happens.

Because the government, or rather its officials, are not capable.

He scolded: "You can't deal with the people and the municipalities like that!" His gloomy fear: "We planned with 0.2 percent and now we might get out at 3.5 or 4 percent."


When asked by the Dachauer Nachrichten, the Indersdorfer managing director Klaus Mayershofer calculated what the late decision means in concrete terms: The application for funding dates back to July 27, 2021, at that time a loan of 2,140,000 euros was applied for, the interest rate was at that time 0.2 percent, so initially the interest was 4280 euros per year.

“Today, 1.6 percent interest is charged for this loan, which is initially 34,240 euros a year.

So already 30,000 euros more in interest in the first year.” In 20 years, this additional interest expense will add up to a total of around 438,000 euros.

"And if interest rates continue to rise in the coming weeks, the amount will of course be even higher."


The Dachauer Nachrichten asked the government of Upper Bavaria why the people of Indersdorf had to wait so long for their decision.

Press spokesman Wolfgang Rupp explained succinctly: “The budget funds required for the approval of further subsidies in the municipal housing subsidy program have not yet been allocated to the government of Upper Bavaria.
