– The focal point of the district youth council (KJR) was decisive at the annual general meeting of the CSU local association in Wörth in the Hörlkofen sports restaurant.

CSU member Christopher Claar, who is involved in the KJR as a delegate for the scouts and cash auditors, asked the CSU district chairman and district administrator Martin Bayerstorfer how things are going with the KJR and firmly supported the organization and managing director Reinhold Egger.

"No money was embezzled and no one got rich," emphasized Claar, who spoke of "false bookings".

District Administrator Bayerstorfer insisted that funds had been used “improperly”.

As previously reported, KJR Erding and Managing Director Egger have been relieved.

The public prosecutor's office in Landshut has stopped its investigation into the misappropriation of public funds and sees no criminal conduct.

"We want things to continue well", the scout delegate looked ahead and wished "that the district youth council be financially properly equipped again", which the district is legally obliged to do.

Bayerstorfer replied to the financial question that 40,000 euros had recently flowed to the KJR office.

Claar critically noted that only Erding and Starnberg counties had made cuts during the pandemic.

Everyone else would either have kept the funds or even increased them "so as not to let youth work fall asleep".

In this context, the district administrator pointed out the general budget freeze in 2021, which not only affected the KJR, but “the reduction of all voluntary services” and also the district office.

The basic agreement, which has not yet been signed, was also discussed, for which there are two drafts.

Bayerstorfer insisted on the draft of the district office, which is still with the Bavarian Youth Council (BJR).

Claar provided information on this point from a current BJR information meeting on Thursday.

The model statutes of the BJR have been with the district office since July 2021.

The BJR received the draft contract from the district authority in February 2022 and from its point of view it was “unacceptable” because it was disadvantageous for the Erding district youth council.

"A consensus has to be found again," emphasized Claar.

For his part, district administrator Bayerstorfer announced in a conversation with the local newspaper that a meeting would soon be held to exchange ideas with the clubs and associations as "beneficiaries" of the subsidy guidelines.

"It's about getting the youth welfare on our own two feet," said Bayerstorfer and continued: "The district youth council is also invited." According to Claar, the KJR has not yet received an invitation.

The district administrator also provided information on the current practice of subsidizing measures.

With expert advice from the district youth council, the funds would now be distributed directly from the district to the clubs and associations - and "without a cap", which Claar was happy about.

Previously, a capped budget went directly to the KJR, which then made the distribution.

In principle, more money is needed for the clubs and associations, emphasized Bayerstorfer in the CSU meeting.

During the discussion, some party members said that the KJR, like other organisations, had to seek funding itself.
