The government will begin today (Sunday) in an expedited procedure to extend a bill to extend the validity of emergency regulations in Judea and Samaria, which regulate the legal situation of Israelis in the territories and allow criminal legislation and jurisdiction to apply to Israeli residents in Judea and Samaria - settlers and Palestinians with blue IDs.



This is routine legislation, a temporary law enacted in 1967 that is valid every five years, and expires at the end of June.

However, the coalition fears that the law will create difficulties for the RAAM, which generally opposes security laws, and that they will have to resort to the votes of the opposition, which is overwhelmingly opposed to any government legislation.

The Law for Extending the Validity of Emergency Regulations (Judea and Samaria) - Judgment of Offenses and Legal Aid, was enacted after the Six Day War and essentially regulates the jurisdiction of Israeli courts against Israelis who have committed crimes in Judea and Samaria or the Palestinian Authority.



The explanatory memorandum to the proposal states that "the regulations personally apply Israeli laws to Israelis living in the area, and are intended to regulate the overall provision of legal assistance between Israel and the competent bodies in the Palestinian Authority."

The law is enacted temporarily and requires its approval every five years, and the government is now seeking to ratify it by 2027. The law will go up this morning at a cabinet meeting in parallel with its approval by the Ministerial Committee on Legislation, with the aim of advancing it by expedited procedure.

Because the regulations regulate the jurisdiction over criminal offenses committed by individuals in Judea and Samaria, and therefore will try to persuade RAAM "not to oppose treatment of violence in the area."
