Zhang Yuren is concerned about the shortage of doctors in Hong Kong, and hopes that the next government can further relax the conditions for overseas doctors to practice in Hong Kong, so as to attract more overseas-trained doctors to practice in Hong Kong.
He pointed out that the current government has completed the amendment to introduce overseas doctors, but only graduates from overseas colleges and universities on the list of recognized medical qualifications are eligible to apply.
Zhang Yuren also proposed to reform the teacher registration system, pointing out that teachers are permanently registered and can renew their licenses without regular assessment or further study, which will deprive teachers of incentives for progress and lower the overall quality of education.

He pointed out that the total value of mainland residents shopping in Hong Kong exceeds 5,000 yuan, and they have to pay tax when they go through customs. This limit has not been increased for many years.
On the other hand, people who come to Hainan enjoy a tax exemption of 100,000 yuan per person per year, and more than 20 mainland cities want to follow suit, which will affect Hong Kong's competitiveness in the long run.

The Liberal Party also pointed out that the next government must import foreign workers in moderation. In particular, the sea and land transportation industry has been facing the problem of insufficient crew members and professional drivers.
