"What happened in Uvalde is a horrible tragedy that cannot be tolerated in the state of Texas. Local law enforcement is taking swift action," he told reporters.
He said the attacker was 18 years old and dead.
"It is believed that responding officers killed him," he said.

He added that local authorities investigating the shooting will be given the necessary resources.
Additionally, Abbott added that the shooter also reportedly shot his grandmother before she went to elementary school.
“The subject is reported to have shot his grandmother just before entering the school.

"The subject is reported to have been a student at Uvalde High School and is a US citizen," the governor said.
Uvalde is about 85 miles (136 kilometers) west of San Antonio.
