"shakes the fundamental principles of the international order".

The Quad admittedly spoke out strongly against

“any coercive, provocative or unilateral action aimed at changing the status quo and increasing tensions in the region, such as the militarization of contested places, the dangerous use of coastguard vessels and of maritime militias”,

but without ever mentioning China, yet clearly targeted.

They did mention the

"tragic conflict"

in Ukraine, but without naming Russia.
