The new audit report revealed a number of problems such as the long time for the approval of the outstanding fund and the long time for random inspections, and some approvals took as long as one year.

The Commissioner for Labour, Sun Yuk-han, said on the RTHK program today (24th) that he agreed with the problems revealed in the report and stressed that he would find ways to speed up and simplify the handling process.

He revealed that he would consider improving in 3 ways, including shortening the procedure and hiring external legal services.

Sun Yuhan explained on the radio program that the key to the approval process of the Debt Fund is to obtain all the information from the applicant to verify whether the information is accurate.

The process must involve the applicant's employer, the MPF trustee, and must also obtain information from the liquidator.

But he agrees with the problems revealed in the report, stressing that ways to speed up and simplify the processing process will be found.

Sun revealed that the current idea is to improve the problem in three ways:

1. In the past, each small process required sufficient information to give applicants more time to prepare. Therefore, consider formulating a clear sequence. When a certain process takes too long, first Skip to the next small process.

2. The legal aid procedure takes the longest. Since it involves winding up with the court, the whole process takes more than 3 months. Workers also need to nominate a representative to receive legal aid. Therefore, considering direct outsourcing of legal services, it is estimated that the time can be saved by more than 3 months. .

3. For simple cases involving only wage arrears, since there is not much information required, we consider processing only the information provided by the applicant, so as to complete the case within 2 to 3 months.

Sun further explained that legal aid requires an asset review, which takes a long time, but the law does not require legal aid, so an external law firm can be hired.

At the same time, the Official Receiver's Office also handles it in the same way, so it is a feasible solution.

As for the application for arrears fund that does not involve severance pay, the amount can be roughly determined, and there is no need to obtain information from the MPF trustee.
